In short
A fee reduction at Sciences Po in Paris, for a first application from outside the European Union. It is not a stipend. You still have to live in Paris. It is aimed at law, economics, political science and related social science, which is what Sciences Po teaches.
Useful if you want public law, international affairs, political economy or a similar master’s. Medicine and engineering are not taught here. A one-year master’s, most dual degrees, and the PhD are excluded.
Who can apply
- You are applying to Sciences Po for the first time, from a state outside the European Union.
- Your household does not file taxes in the European Union.
- You do not also hold EU citizenship. Swiss and Norwegian applicants are excluded. Master’s applicants from Quebec are excluded. Bachelor’s applicants from Quebec can be considered.
- You are applying for the bachelor’s, or for a two-year master’s. Not a PhD, not a one-year master’s, not journalism, and not a dual degree unless Sciences Po names that dual degree as an exception.
Papers they ask for
- The ordinary Sciences Po application.
- The scholarship ticked inside the Financial information section of that same form. A letter sent after you are admitted is not read.
- A language test if the master’s form asks for one.
What it pays
- Master’s: €18,500 off tuition in each of the two years
- Bachelor’s, for applicants from schools outside France: a full fee waiver, or €9,500 off
How to apply
- Start the Sciences Po application for the right intake.
- In Financial information, say you are applying for the Émile Boutmy Scholarship, and attach what that section asks for.
- For a master’s, file by 18 October 2026 if you want the first committee, or by 29 November 2026 for the second. Sciences Po prints those master’s dates without a year. Read the page on the day you file.
- For a bachelor’s, if you are coming from a school outside France, the printed date is 13 January 2027, with results in April.
Read this before you file
- Master’s award: €18,500 off tuition in each of the two years. That is a fee cut, not rent or food.
- Bachelor’s, from a school outside France: a full fee waiver, or €9,500 off.
- The first master’s committee returns results before 20 December. The second returns them before 2 March. Those result dates are printed without a year as well.
- Exchange students, and anyone applying through the French graduate admission procedure, are not eligible.
