PDF · 118 KBActs2004

Summary

The Public Procurement Act, 2004 established the framework for the procurement of goods, works and services by government and public bodies in Sierra Leone, and created the National Public Procurement Authority (NPPA) to oversee the system.

The Act set out the principles of public procurement — economy, efficiency, transparency, fairness and value for money — the methods of procurement and when each may be used, the procedures for tendering, evaluation and award, the institutional roles of procuring entities and the NPPA, and the mechanisms for complaints, review and sanctions. Its purpose was to curb waste and corruption in public spending. It was later replaced by the Public Procurement Act, 2016.
