Summary
This Decree was made in 1997 by the Armed Forces Revolutionary Council (AFRC), the military body that seized power in Sierra Leone in May 1997. It amended the earlier proclamation that set out how the AFRC would administer the country during its rule.
Instruments of this kind were the legal form through which the unelected AFRC governed, suspending or modifying ordinary constitutional arrangements. The Decree is of historical and legal interest as part of the body of AFRC-era enactments, most of which were repealed or treated as void on the restoration of the elected government in 1998.
